Unable to create user defined functions in SQL

Answer
 Unable to create user defined functions in SQL. The installation will continue
but you will not be able to access certain fields in MM that require
SQL user defined functions. 
Err: (Microsoft) (ODBC SQL Server Driver) (SQL Server) The current compatibility level is 70.
 
This means the user is on SQL 7 which is not as high as SQL 2000  or the user does not have the right to modify the SQL setup.  Users need to be on SQL 2000 in order to take advantage of 2 new features in MM v5.0. Those features are having email show up as if it were a contact 1 field (c1.primary email) and the automatic turn off of HTML in pending and history notes. 
 
if the user logs into windows as a user with SQL Admin rights, that person would be able to get that field
